feat: Replace Next.js with Astro + PDPA compliance

- Removed Next.js, moved Astro to root
- PDPA compliance: cookie consent, admin dashboard, privacy policy
- Updated Dockerfile for Astro
- Ready for Easypanel deployment with Nixpacks or Docker
